United Nations Council Endorses Donald Trump's Gaza Strip Initiative

A global body has voted to endorse a plan presented by the US president for securing a lasting peace in Gaza, encompassing the introduction of an international stabilisation force and a possible avenue to a Palestinian statehood.

Widespread Support with Key Abstentions

The resolution was adopted by a vote of thirteen in favor, with Russia and China choosing not to vote. The US envoy Mike Waltz addressed the UN assembly that it charted “a different path in the area for both sides and all the residents of the area alike”.

Balanced Wording on Sovereignty

Addition of mentions to an self-governing Palestine was the trade-off the United States agreed to for support from the Muslim nations, who are expected to provide peacekeepers for the international stabilisation force (ISF).

“Provisional steps that we begin today must be executed in following international law and upholding Palestinian sovereignty,” James Kariuki stated.

Israeli Objection Remains

However, on the verge of the resolution approval, Israeli prime minister Benjamin Netanyahu reaffirmed his cabinet's strong objection to the establishment of a sovereign Palestine, creating uncertainty on whether Tel Aviv will accept the implementation of the Council-backed plan.

Key Provisions of the Proposal

  • Immediate lifting of remaining curbs on relief supplies into the strip
  • Creation of an international stabilisation force
  • Moves towards rebuilding and a possible “pathway to Palestinian sovereignty and statehood”

Unclear Phrasing and Requirements

The inclusion to independence was a balanced insertion to an first US version which omitted it. However the wording is unclear and contingent, promising only that once the Palestinian leadership has undergone changes and the restoration of the territory is under way, “the situation may ultimately be in position for a feasible course to Palestinian self-determination and statehood.”

Worldwide Feedback

The wording was insufficient of the definite pledge to the establishment of a sovereign Palestine alongside Israel desired by Arab countries, as well as European council members, but in addresses to the assembly after the vote, delegates from those countries said they were prepared to accept the settlement in the benefit of continuing the ongoing cessation of hostilities and immediate measures to assist and secure the over two million Palestinians in Gaza.

“Algeria has eventually decided to endorse of this resolution, a resolution that we support its core objective, namely the preservation of the cessation of hostilities and the formation of conditions permitting the Palestinian population to exercise their fundamental rights to self-determination and sovereignty,” Amar Bendjama declared.

Execution Hurdles

The proposal provides overall oversight authority to a “board of peace” led by Trump, but of unspecified participants. This committee has to update the UN but it is not required to follow the wishes of the global organization or by the Palestinian leadership.

It also calls for the creation of a specialized Palestinian group that is supposed to run routine management of the Gaza and the delivery of services, but it is quite ambiguous who would participate.

Peacekeeping Unit Mission

The mission of the global force empowers it to remove and dissolve militant organizations in Gaza, but it is far from clear that would-be troop contributors would agree to attempt to face such organizations. No country has to date committed itself to contributing forces.

Moreover the criteria for reform of the Palestinian Authority, the precondition towards steps to Palestinian statehood, have been vague.

European diplomats said they viewed it as pressing that the identities of the specialized group to provide utilities was determined as without delay.
